The Permanent Secretary of the Federal Ministry of Information and Culture, Mrs. Lydia Shehu Jafiya mni, has stated that hosting the Management Retreat will enhance the performance and domestication of the Federal Civil Service Strategy and Implementation Plan FCSSIP 2021-2025 inside the Ministry. She made this statement at the 2023 Management Retreat held at the City Green Hotel in Yola, Adamawa.
The retreat with the theme The New Civil Service: Domesticating FCSSIP25 in the Federal Ministry of Information and Culture for Management staff featured all Directors of the Ministry with Resources Persons drawn from specialized areas such as the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25), Performance Management System (PMS), IPPIS, Budget Process and Financing, among others.
In her opening remarks, the Permanent Secretary stated that the primary purpose of this Retreat is to brainstorm and collaborate on strategic mechanisms for the positioning of improved workforce and professionalism at various levels under strict monitoring in order to fulfill our statutory mandates efficiently and effectively.

She emphasized that the Federal Civil Service has undergone numerous changes in the past to improve performance and service delivery, including SERVICOM, MILLENNIUM DEVELOPMENT GOALS (MDGs), now SDGS, and PENCOM, among others. Some of the reforms have been accepted and implemented to this day, while others have had little or no impact.
The Office of the Head of Civil Service of the Federation has recently introduced FCSSIP25 (Federal Civil Service Strategy and Implementation Plans 2021-2025) as a new reform into the mainstream of Federal Civil Service in order to shift from the old model to a new paradigm of productive, result-driven, world-class Federal Civil Service in order to accelerate National Development. FCSSIP25 focuses on six (6) critical areas as a conduit/catalyst for the implementation of a Performance-Based Culture and Reward System.
Mrs. Shehu Jafiya mni reaffirmed that ICT will be prioritized, while maintaining worker welfare, and stated that she will be keen to ensure that our ministry is one of the swift implementers of this project.
She asked the Directors to guarantee that all hands are on deck to realize our objective of a Federal Civil Service, noting the Ministry as a good driver of government policy and of our motto, “Change Begins With Me.”
